For Liberia, climate change is not a distant threat, but a present reality. Rising seas erode our coasts, while storms and heavy rains devastate our communities, threatening lives and worsening food insecurity.
Our efforts alone are not enough.
We call for urgent implementation of the Paris Agreement, full capitalization of the Loss and Damage Fund, and greater global investment in adaptation and mitigation.
Above all, we call for Climate Justice.

His Excellency Joseph Nyuma Boakai, Sr. President of the Republic of Liberia
General Debate of the 80ᵉ session of the United Nations General Assembly, New York - September 23, 2025

Sovereign Carbon Initiative
"Local capacity building is essential to enable Liberia to effectively address climate change."

Because global warming is a reality
The planet is warming by 0.2°c per decade due to human activity.
Because man is responsible
Human activities, and in particular the consumption of fossil fuels (oil, gas, coal), artificially increase the concentration of greenhouse gases in the atmosphere, thereby accentuating global warming.
Because Liberia is one of the countries most exposed to global warming
Liberia is one of the African countries which, despite contributing relatively little to global greenhouse gas emissions, are particularly vulnerable to the impacts of climate change. However, Liberia is facing several challenges due to climate change, such as: sea level rise, changes in rainfall, deforestation and loss of biodiversity, impacts on livelihoods.
Because the international community is committed to combating climate change, and most countries are taking steps to limit or reduce their greenhouse gas emissions.
The Paris Agreement, adopted by 196 countries, is a historic commitment by the international community to limit global warming to 1.5° above pre-industrial levels.
Most countries have defined long-term development strategies with low greenhouse gas emissions.
Because Liberia has the right and the duty to take measures to limit greenhouse gas emissions on its territory.
The Sovereign Carbon Initiative aims to promote and develop programs with social, energy and environmental impacts, for the benefit of the country's sustainable economic development, and the protection of the most vulnerable populations exposed to the consequences of global warming.

With this in mind,
the Sovereign Carbon Initiative
was launched by the Presidency of the Republic of Liberia
and the Carbon Markets Authority.
