Sovereign Carbon Initiative

At a time when Africa, and Liberia in particular, are being directly impacted by climate change, the Republic of Liberia has launched its Sovereign Carbon Initiative with the introduction of a Carbon Contribution mechanism.

This initiative reflects both the urgency of the climate challenge and Liberia’s commitment to reduce its greenhouse gas (GHG) emissions by 64% by 2035, in line with the Paris Agreement objective of limiting global temperature rise to 1.5°C above pre-industrial levels

Mandatory Contribution

Based on the “Polluter Pays” principle, applied in over 50 countries representing more than 70% of global GDP, this carbon contribution scheme is established by the Carbon Markets Authority of Liberia, under the authority of the Presidency of the Republic. It is payable by major GHG emitters (the “Obligated Entities”), specifically aviation operators active in the Republic of Liberia.

Voluntary contribution

All economic players operating in the Republic of Liberia are encouraged to join this initiative on a voluntary basis and contribute their expertise, know-how or funding.

Our mission

The Sovereign Carbon Initiative aims to provide the Republic of Liberia with new sovereign financing mechanisms, enabling the country to achieve its climate change adaptation objectives and accelerate its ecological and energy transition. The revenues generated by the Carbon Contribution will be allocated as a priority to:
  • To finance impact programs for the benefit of the most vulnerable populations most exposed to the consequences of global warming. These programs will meet the Sustainable Development Goals defined by the United Nations,
  • Design and implement environmental and energy programs for carbon avoidance and sequestration alongside specialized partners. These will include projects to preserve and restore biodiversity, and to produce renewable energy.

    Creation of the Carbon Markets Authority (CMA) of the Republic of Liberia by Presidential Decree N° 155.
  • March 2026Launch of the Sovereign Carbon Initiative

    Creation of the Liberia Carbon Emissions Registry.
  • 1st June 2026Mandatory Carbon Contribution

    Entities designated as obligated in the aviation sector must report their activities to the Carbon Emissions Registry and pay their contributions.
